Of all the issues which K-9 Handlers are attacked in civil litigations, the way the report was written is typically one of the weak points. Sgt. Wendell Nope began a career in law enforcement in 1976 at the Lake Charles Police Department in Louisiana. He has had a distinguished career for 30 years and now works at the Utah Police Academy as the K-9 Training Supervisor. He has been a training resource to officers all across the United States and often functions as an Expert Witness in litigation. He has trained all levels of government agencies, including classified operations with the federal government. In 1981, he became the first American police officer to be certified by the German police as a Trainer and a Judge of Police Dogs. He has successfully adapted the German concepts to American laws and professional practices for many years now.
